SECTION 19. State Budgeting, Planning and Appropriations Processes.--
(a) ANNUAL BUDGETING.
(1) General law shall prescribe the adoption of annual state budgetary and planning processes and require that detail reflecting the annualized costs of the state budget and reflecting the nonrecurring costs of the budget requests shall accompany state department and agency legislative budget requests, the governor's recommended budget, and appropriation bills.
(2) Unless approved by a three-fifths vote of the membership of each house, appropriations made for recurring purposes from nonrecurring general revenue funds for any fiscal year shall not exceed three percent of the total general revenue funds estimated to be available at the time such appropriation is made.
JA CAMBECE LAW: When a child is arrested, he or she may be brought directly to Family Court, may be held overnight or may be released to a parent and told to come to court on a particular day. Probation intake workers interview the person who made the complaint, the police officer and the accused child. In certain juvenile delinquency cases that do not involve serious violent actions, the probation workers decide if the matter can be adjusted (settled) without going through the court. No one can be forced to talk to the probation worker at this time. However, what is said in the interview will not be disclosed unless and until there is a finding of delinquency by the court. The probation workers may also refer the parties in the case to other services or agencies, including mental health or specialized counseling.
Discrimination based on sex
Pregnancy is protected separately by rules that bar mandatory leave policies that require women to take leave at a predetermined time before their delivery date, or an employer’s refusal to grant leave when required under doctor’s orders where such leave would be granted for other medical problems to males on a doctor’s order. Any policy that adversely affects pregnant women or puts them in a different category, such as limiting their job or promotion opportunities upon becoming pregnant, is a violation.
